Of course it is, I've been using it with a Belize IBC for years. Same for Stripe (as long as you have a business bank account in one of their supported countries).

the problem with these people is not with geography... it is the precise goods they are selling that get their accounts closed at the regulars like plimus etc., (think people selling msdn license keys for Microsoft office)
