You can implement your own solution in some countries but you'd have to tie 3 banks together (customer, credit card and yours) and process the credit card thing all by yourself using the low level protocols.

In other countries there's regulation and you have to be a financial to do this. Processors charge you a fee to do this for you

No merchant account provider can provide you with a merchant account without company formation.
