Payment Gateway with loose rules?

Hi. Is there some Chinese, Indian, Russian, wherever payment gateway that has loose rules and does not protect the customer so much and can be easily set, without too many forms to fill out and too many questions asked?

ePayments, TransferWise, Stripe, LeuPay
