Payment Gateway in ME

I am helping a customer/friend who used to live in the US and has online store that targets US buyers. The existing setup allows users to use Paypal or Stripe to make a payment but my friend finished school and wants to go back home in Qatar. Even though 2checkout supports his country, there doesn't seem to be an obvious way to withdraw money from 2checkout and deposit it into a qatari bank.
I am not familiar with these payment gateways. so my questions are:

1-For PayPal, does he need to create a new account now that his address has changed and then link his PayPal account to bank info in his home country?

2-What is the best method to accept credit card payment and then transfer money back to his bank account?

qatar paypal account more safe then usa fake account, use original address and real name phone number and a vcc or real bank card thats all for an active account, and if you want to withdraw the funds to your bank just add your bank account and withdraw the funds, it will be safe and easy way for you.

Thanks. No intention to use fake info that is why I am asking! but how about accepting credit cards? what is a good method? many buyers do not use PayPal and prefer to use their credit cards. Any suggestion?
