If facebook's support can do nothing about your account, I'm afraid you'll have to create a new one. No one here can help you unless you want to buy new accounts.
 
Bro, this error has been happening recently. Your payment card/account is linked to an unknown IP address. You can verify it and get a new account while you wait.
 
You could try our virtual card service at Adpos, I think they are not bad, and cheap, My real bank card got declined twice, but a virtual card went through on the first try.

Please add a new card, verify the card, remove the old card, and ensure there is sufficient balance in the card to complete the payment.
 
it sounds like your payment method is being flagged the system. This can happen even with valid cards sometime. I recommend waiting a bit longer and trying again later, or using a different card profile that matches your account regoin
