What if you pay membership fee to access marketplace and won`t get any business? Is it refundable or any rebate for partnered services from BHW?

No, it's not refundable.

It's up to the seller to do their own market research to ensure that there's both a demand for the service on the forum and that their service is competitive. If a seller fails to perform their own market research, then they only have themselves to blame if they fail to generate any business.
