Paying for sales conversions?

So I am working with a webcam affiliate network and I hear they are notorious for banning accounts which only generate free leads and no sales. I use blackhat traffic and I am almost certain I will not be getting very many legit sales (certainly not the recommended 2% stated on the site). Should I pay people to generate sales? Just every so often to maintain some sort of ratio because I feel if I keep getting hundreds of free leads and no sales I will get banned very soon.
