Im afraid if they start using this statement in every niche how screwd we are going to be.

They are selfish, and they can do allmost all they want because they dont really have competition....

There are manual reviews but there are still many blackhat sites ranking.
It would take loads of man power to monitor all such niches. Google is not going to spend Millions just to employ 100+ people looking at niches.
The algorithm was created for a reason-so that they didnt have to monitor it. Fortunately for use the algorithm has flaws hence the birth of blackhat seo.
