Not seeing too many that weren't there before, but in other niches I have seen BH sites coming back,

There is a huge trick behind it and I'd say those site owners deserve what they make
That's bullshit, I track this SERP every day and I speak to people on a daily basis who have ranked for this keyword. The Payday loan keyword was unattainable for the past couple of months. The sites appearing for this keyword today have appeared out of some twisted glitch in the new update. The sites are not using tricks, Google has simply fucked up.
Either the supposed "Good sites" ranking for payday loans which google manually allowed there have been hit by Penguin(What a joke!) and the aff sites have reappeared or Google has someone given these sites credit again.

Of course you should care, if you're not analyzing these things then how can you ever understand the current state of the SERPs and make good decisions?

I don't have time to analyze things that can't be properly analyzed. I stick with real links from real sites. So far, I haven't failed. That's my strategy

The guy is using 301 links from all kinds of websites.... I doubt that he is not doing anything "tricks" and they even have 301 links and some niche related private blog links pointing to his first tier 301s.

He/she is one of many doing this. It is not a fringe technique anymore. This technique didn't work for payday loans 24 hours ago. It is not a coincidence that the payday loans top10 is replaced overnight, on the same night of Penguin 2.1.
My point is, this is not the 301 technique, this is Google/Penguin. I think we can write-off the 301 technique as the cause here.

Yeah, niches like that are checked manually, so Google can't fuck up as you say.
