PayDay Loans CPA Offer

I have a question about PayDay Loan offers. I recently joined a couple of networks, and have noticed some offers that I would like to promote locally. My question is regarding legality. In my state, I believe that these types of loans are illegal. There are still multiple advertisements on tv and radio for these services; but I called one and found they were just outside the border of my state (guess that's how they avoid scrutiny).

I wondered if I should be concerned with ranking for "PD loan + city"...
