Payday Affiliate - Setting up help?

Hello all, I have recently looked into setting up a website referring people for payday loans, as most you may already know this is a huge market in the USA and starting to get even bigger in the UK, So I aim to target both countries.

I have a few simple questions if anyone can help me out...

1st) I am wondering how to build the site, do I use a CMS, Blog, Or just an average HTML site? I am rubbish when it comes to choosing how to actually do the site. I already have a domain name with the word Payday in so hopefully thats a good start.

2nd) Traffic sources.. I see alot of people use SMS messages to refer people. Are there any places to get free leads from? e.g rejected leads? Is there any places that offer trials for sending bulk SMS.

If you have the ability to generate good leads then I can arrange a buyer for you. Sms and email work provided the lists are fresh. It is less important about the site design and more important about ability to generate leads. In fact you dont even need to set up a site, I could connect you with a buyer and you could simply email out their emailers or sent text messages that link to their site
