You should promote installs with banners and videos on other apps. This is allowed and the best method for these offers. Assuming the apps are legit.
wouldn't it be completely dependent on the ad network and the app?
some of the russian CPM networks barely care at all what you're promoting, with the most basic of cloaking you can promote malware and phishing, the network will put almost no effort into checking what you're promoting and they won't even try to stop you from creating new accounts if your old account gets banned.
if the app is clean/legal most ad networks would allow it anyway.

Is that mean i have to hire someone to code an app for me and expensive deal? i can code in python though a bit. i wouldn't be able to bind that payload to my app fud.
