Pay Per Call - need some help.

First & foremost Hello to everyone.

I need some assistance/guidance/insight

I have a client who's interested in targeted leads - his goal is to get the customers on the phone and he's a contractor.

I want to send inbound calls, what can I do to lower my bidding cost and win the the adspace? what factors come into play when bing and google decide to gets the ad shown. A struggle of mine is that even if I bid more, they still seem to get the listing. This is of course with pay per call.

Any suggestions? Better ways or platforms to buy targeted inbound calls? lower bid costs etc.

Usually a higher Quality Score will get you lower bids, and that means improving (adding rich content) to your lander. Also, it's a great idea to try to spy on your competitors keywords, filter the cheap ones, and then bid a little higher on those.
