Pay Per Call and Yard Signs

I used to do affiliate marketing for email. I'm now in local service business. We get a lot of calls and jobs from yard signs we put around our territory. It's inexpensive and simple. Each sign says something like below:

(123)555-5555
Marketing Copy

The signs are each approximately 1ft long and 1 foot high, and cost about $2 each. We are averaging $6 per call from the sign.

Could we do something like this for Pay Per Call offers? A loan offer, Auto Warranty offer, auto insurance, and other offers would be worth a test for $2 a sign.

Is anyone doing this kind of PPCall, CPA? Do any networks allow this, if so which one?

I've been doing this a while and some towns/cities don't allow it. Although I've neve been fined or anything, Where other cities/towns I see them all the time and never get taken down.

what's the avg number of calls you receive from a single yard sign? and how many locations can you cover.
 
Where are you putting these yard signs?
 
I would think this type of marketing would be very niche dependent. Mostly older demographics if I had to guess as well. I doubt that you would do so well with a sign saying "Want SEO? Call 555-5555 Today" compared to something in say... the house painting industry.
