I'm looking for sites that pay to share videos (Payment for only sharing the video) or a site that allows ads to appear before videos on the my site.

What you're probably looking for is VAST Ads provider where ads are served on videos that you run on your site. There are several providers and you can do a quick search on google for them. One of the popular ones i know is Verizon Media
