Let’s assume a domain has been parked and not indexed for years but has no spam. If I rebuild and google indexes the site will the parked domain keep its backlink juice.

Nobody can guarantee what is going to happen with a rebuild website, but everybody tries with a reasonable success rate (for pbn's or money sites).
Don't know what is its price. Consider this and see if it's worth the try.

If it’s a real site with good related content yes.

If the links are there then most certainly yes. The links do not get devalued as long as you maintain the context. Rebuild the old site and let it sit there for 2 - 3 months, after that add content in the same or closely related niche. You should be fine!

I think if you have time and sources to invest into you can definitely try. That is the only way to find out if that is going top work or not.
