Paraphrased content

is paraphrased content penalised by google? Also, do you know of a free plagiarism checker?

Paraphrase content is still duplicate content is not recommended. Google may not penalize but it will be pretty hard to rank.

I have indexed and ranked paraphrased articles 80%+ unique Copyscape recently.
Got a appsumo deal for AISEO and have used it's Parapharser + Readablity improver.
Although in just a month it would be quite early to assume but an entire company website with no blog is now having 22 blog posts indexed.

I paraphrase sometimes and do not get in Google trouble. However, I do not do it often. And when I do, I stick to only paraphrasing a small amount of text, like a paragraph, and immediately site the source right after the paraphrased section.
Some popular duplicate content checkers:

• Siteliner (On-site duplicate content check)
• Copy Writely (.com/plagiarism-checker/)
• Duplichecker (.com)

It can be recognized as a duplicate which can cause you some problems. It's not always the case, depending on how well it's paraphrased and did someone use different combinations of words and synonyms, but generally, this practice isn't so recommendable, so it's better to write unique content always when it's possible.

If it's content, it will rank. No matter if it's duplicate, paraphrased, unique.
