Painting effect in illustrator?

Hello!
I was wondering if there is any way to turn a photo into a painting in illustrator.
I saw there's no such effect in effect gallery.

Is there any easy way to do that??? Should I download an add-on or plugin? or maybe check a tutorial?
 
I wouldn't use Illustrator, Photoshop is much better option for raster graphics. You have lots of effects there that can help you.

(Edit: I thought at first you meant to convert raster into vector graphics, since you mentioned Illustrator, but after reading OP again, I see you needed an effect)

In illustrator, you have "trace image" option. It basically turns a raster image into its vector version.
You can specify how many colors you want and as such, lower value can make the image look like painted.

That is more of a Photoshop task. Illustrator makes vector graphics, not pixel manipulations. While Illustrator CAN do some effects and use color blending, most art you see that looks as you described was done using Photoshop. The other big difference is whatever you make in Photoshop is made at a set resolution, whereas Illustrator is a vector (meaning it's mathmatical points and can be scaled up to any sized without losing sharpness).
