It's most likely a scam. If it's page load speed then it's not worth thousands of dollars. This can be done by a good designer for a couple of hundred dollars. Hosting has the best effect on site speed, location should be in the same country where your visitors are. You need powerful server or vds with SSD or NVMe disk, channel speed must be from Gbit/s.

For faster loading speeds there are many WordPress plugins which need few bits of settings to get faster loading , their is nothing need for paying over .

Its our intention to choose them for dollars or more.
As, site speed is one of the factors for ranking, which indirectly relates bounce rate, user experience.
So if anyone lagging in those things, they are willing to pay dollars or more why not to rank in SERP?
