What exactly does this mean? i just started the site building it 3 weeks ago and it use to have a ? beside Pagerank now it has a 0.

When your site is brand new, your PageRank is N/A (not applicable) or ?, depends where you're checking.
Now, time has passed and your PageRank is valid but it's 0 (almost logically). Build some links and you'll reach a PageRank of 3-4 at the next update.

alright cool thats what i thought it was and i searched it on google and read one website and they said its something about a penalty

Pagerank 0 means you've been noted down or something similar to that, just carry on link building and when google update the pageranks, you might be updated to a higher page rank, depending on how much work you do, try to build some high PR backlinks.
