Yes. It can raise a SEO flag but you have to make it obvious. For instance, only High PR backlink profile, or badly optimized nav for the users, it wouldn't be a PR sculpting penalty directly, but when you sculpt your PR you can drag some others.

On my end, i tend to do PR sculpting but i'd call more authority sculpting actually. I tend to place a rel no follow on most of the outbounds links. The inner navigation remains as natural for the users as i can, instead of driving the PR flow where i would want to.
