Why does Google index a page first and then remove it after some days or weeks, even when there are no technical issues, penalties, or noindex tags? What real signals cause this behavior? What next steps should I follow?

That’s not a very important issue. You just need to set up a sitemap and submit your content for indexing. Once your website becomes stable, Google will index all of your content over time.

a lot of PBN or guest post also get such issue, I wonder will it be wasting money to get those link, any thought?

For me, fixing internal linking helped the most. It made the site easier to navigate and clearer for Google without doing any hacks.
