Did you install something or modify something before that happened?
What if i dont have an old page.. there must be a way run ad on a new page.
maybe create page and update info and add some post. Then let it rest for 1 week i think.
or maybe create new page, invite some friends to like it first.

I think it should be your IP problem.
most of my accounts are US based and can create new page to run ads directly.
but I do meet some accounts which always getting new created pages restricted.
when I checked those accounts in detail, I found Facebook thinks the login IP is not US on those accounts.

I think My ip was clean because i use mobile data.
