So in the last couple of days, I came across something I haven't really given much thought to previously. Got a couple of questions:-

    - in terms of juice, does PR or PA say more about it? I have sites with na PR having higher PA.
    - Also, is it easier for a site to gain PA if its PR is already high?

I've been hovering over this because I can't decide if I should bother with PR3 DA 90++ PA1 sites.

    Thanks alot !

PA is the term coined by Moz using there own so called Machine learning algorithm by matching the metrics obtained from there mozscape web index and subsequent impact on rankings in search engines. What this means they study million of domains and there link profile and try to find out how those links impact the rankings using machine learning algorithm. But in real world this does not work out as expected because ranking is not solely dependent on links and ultimately google does not work that way. PA is in logarithmic scale so it is very very east to grow from 1 to 20 but very difficult to grow from 70 to 80.
From what it seems PR might be discontinued as it will become public in 2015 as per patent law.

PA It's just a number... You can of course conclude something from this number but from my experience it is not a very important factor regarding ranking.
When you want to rank a web site you want to do it in g00gl3 not in moz, so using moz metrics in order to rank on g00gl3 doesn't make sense...

My personal experience: almost 6 month ago one of my web sites accepted by dmoz.org directory. A week after g00gl3 w3bm@$ter t00l$ find the link from dmoz.org, on the other hand until today (six months...) moz doesn't see the link from dmoz.org! For this site opensiteexplorer consider the most important backlink to my site a spam link from a blog witch contains 100's of other links in this same page (very high OBL)

PA is most important than PR. I had average rating (40-50) PA and DA site with 0 PR which actually dominated in a high competitive keyword before latest Google update.

Actually this is precisely why I'm kinda torn. I do agree with fsatark that the opensiteexplorer doesn't seem to be detecting backlinks to well. For a site where it says has 11 backlinks showed nearly 100+ on ahrefs. Which leaves me a little doubtful of its reliability and therefore the reliability of PA. :(

So would a site of PR3 and PA 1 still be valuable? The backlink profile is pretty crappy but it hasn't been deindexed by google to say the least.

The ahrefs data is much better than moz, I trust their PA and DA much more than I do other metrics.

My opinion is stay away from a PA1 domain even if it is PR9 :)
A really valuable domain must have at least PA30, according my experience.

When I get confused between two then I take both.
I hope this answer's your question.
