I am little confused, out of these 3 which one should be more powerful PA, TF , CF

The Backlink profile. You need to check it manually. You can guide yourself after the high TF, and then remove all spammed domains, and ones with Chinese anchors, etc...
Every metric can be manipulated or can easily mislead you. the true linkjuic comes from a good backlink profile of the domain. But that's just my 2c.

You're looking at them the wrong way. You need to consider TF along with CF. A site with low TF but high CF usually has a spammy backlink profile. High TF with high CF is usually good. High TF with low CF usually means something fishy, like one really strong backlink and very few others. But you always need to check out the backlinks to get the full story.

They just satiate your thirst for links. What you should really be looking at is the anchor texts and the backlink profile.
For example, I have an expired domain with 29 backlinks from cnet, few from yahoo, wiki + clean anchors; guess whats the TF and CF? 6 and 23. DA is 11, PA is 23.

None. What matter is the backlink profile. Especially when the domain has authority links, clean backlinks, and clean history. And you're good to go.

TF and CF and also its ratio is considered more powerful than other metrics.

PA is important because it will help you to get linkjuice from the site you got backlinks.And TF/CF has an connection,that TF should be more than CF or maybe equal in sometimes.These three metrics are more likely important and another one fact is that check with the backlinks domain has got any spam links.Because it may ruin your site completely.Start with low count of backlinks also use keyword diversification.
