I was originally going to put my fan pages across different accounts just so if one gets banned, the others won't, but then I see people with many big fan pages on a single account.

I'm not doing anything against TOS so should I not worry and just build them all under one account?

I would still spread them out to be safe. Sure you will most likely not have any issues with your legit pages, but the cost of the extra fb accounts and IPs is minuscule compared to the revenue generated by large pages. jmho but better safe then sorry.

I would be extra safe and only host one fan page per account. Also, make sure the accounts that you create your fan pages on are phone verified. Lastly, have an exclusive proxy tied to the accounts at all times (one proxy per account to be extra safe, but 2-3 per account probably would not hurt).

if you are not doing anything againts FB's TOS then you don't have to worry. But it is safer to build your fan page on separate accounts. It's a little bit of extra effort but it's real worth the risk.

My advice is to make several people Admins, yet make all these people on different IP's and own all the accounts.

If one account goes down the Pages are backed up...

I lost an account and like 40 pages back 1.5 years ago...cost me big time...

I have about 25 pages on one account. But I make admins of 2 or 3 other fb accounts just in case.
The pages each have about 2k to 6k fans. They ultimately link to a cpa offer. These may not be HUGE pages, but these are more niche oriented so I haven't got any of them banned. Slow and steady. Plus, I'm not using that 3-step crap. All it caused me was issues in the past.
