I tend to write 400-500 word articles on my site and I target 4 different keywords in each of these articles. One is a 2 word keyword and the other 3 are 3 word keywords.

Is this too heavy?
 
Depends on how many times you include the keywords within the article. You can even target 10 keywords within a 400-word article as long as you keep the repetition reasonable.
 
If keyword density of one particular keyword exceeds 5%, then the article is definitely over optimized.

5% for 400 words = 20

A tad too much for me personally, I'll rather go for 2-3 max...

What's an example of a "reasonable" repetition?

Don't worry about it too much, just write like how you would naturally.

When you edit your article, does it sound like you're using the same phrase over and over again like 50 times, or does it sound like how you would normally speak?
