Anyone know what a fair price would be to have 1 home and 1 inner page designed and sliced?

There is a common rule: You get what you pay for!
And it is really true. I am used to pay about $80-120 per hour for designers and the quality is like that. Depends on your needs: how professional should it be? So there is no direct to such a general question
