Outsourcing the design part? (i.e. HTML/CSS)

I'm thinking about outsourcing the design part of my projects..

I'm a back-end developer that struggles with design. I know HTML and CSS even though it's not perfectly written (who cares about the difference between padding and margin anyway? ;)) .. I hate it though, fucking boring. And my feeling for design is non-existing.

So I've been thinking about outsourcing that part of my projects but I have some questions.

    1. Since I mostly work in SilverStripe, is it possible to "demand" the HTML/CSS in form of a SilverStripe theme? Or is it not main stream enough? I can take a html/css design and make a SilverStripe theme of it, it's just a minor issue.

    2. How much does it cost to work with someone who knows what he's doing? Good looking, SEO friendly designs that is.

    3. Is there a significant difference in cost if I order Photoshop designs and create the HTML/CSS myself or let the PRO do the HTML/CSS for me?

    4. Any suggestions where I should look for a designer/company to outsource to?

It would be a great pleasure to be considered for the said position. We have competitive developers in our pool.It would be a pleasure to further discuss the project details with you.
