Most sellers including the so called premium services are providing backlinks from a set of website that is included in their database.
Then this database is available with multiple sellers.

Eventually the value of backlink from these websites gets diminished.

Is there any service that does fresh outreach for every order by using tools like Buzzsumo, NinjaOutreach and GMass etc.?

That's completely true. However, the number of such websites is hardly 500-1000. These sites are available in the list of almost every re-seller & sold to each & every new client.

However, if any platform or person is doing outreach on daily basis to find new websites for his database then you can easily grab fresh sites from him.

We're having more than 40000+ real websites in our database. That's possible because we outreach to almost 500+ new sites on daily basis which help us to fill our database with new & up-tapped sites.
 
Those fresh sites will be the common sites soon as the sellers are finding new sites on a regular basis. Or using Ahrefs or SEMRush, everyone reach reach out to them.
 
If they did fresh outreach, the cost per backlink would be even higher
 
There are such services but they could be much more expensive. You can find their names being recommended on sites like Skipblast and others. But again, once it is put out there for everyone to see it gets diluted due to the sheer number of people who start using it.

Any seller can do this for you if you ask. The question is do you have money to pay?

If you are going to buy 2 links and I need to do outreach for your specific niche then how much do you think this would cost you?

Second, how do you know that someone has not reached out to them before, and has that site included in their list? Do you want sellers to analyze all outbound links for you?
