76phoo - I've done quite a bit over the years and as with most outsourcing, it depends on the scope of work, team and thoroughness of your instructions.
Generally (some will call this a stereotype), I've found some Indian cultural differences to be an impediment to development. Specifically, many Indian teams I've worked with tend to defer to authority, and simply say "Yes" in an effort to please and then fail to deliver.
As a point of contrast, I've found the Romanian teams I've worked with to be less likely to simply defer to authority. If they can't do something they actually tell me they can't do it.
Again, these are generalizations, and ultimately it comes down to how and how much you want to manage the project. None the less, culture is a signal I give some attention.
