Outsourcing CPA leads?

I was just searching Freelancer and I saw tons and tons of people who are trying to outsource CPA leads. Is this actually possible, has anyone tried?

Or is it basically just a way of getting banned from the networks?

It just seems to easy to do that way.

Thats called scam. Dont see what others are doing. Apply your brain sometimes.

Think about it, those people who are gonna supply you with leads, if they could do this easily, why dont they just do it themselfes
