Outsourcing a amazon review website

Hi everyone,
so far I did nearly everything on my own and it is time to get rid of all the work.
I allocated a budget of about 1.000$ for an amazon review website and I am thinking about what to spend it on.

Design: Is it worth to hire a designer or should I just buy a good wordpress theme? Any reccommendations regard that?
Content: As I will be running a German amazon website, I will need German content. I think I will need about 20.000 words and got to pay about 600$ for that.
Hosting: A reliable German hosting will be about 50$/month
Keyword Research: I will cover this myself
SEO: I will cover this myself
Plugins: Will I need to buy any plugins?
