Outsource link building for foreign language sites?

Hi all.

Does anyone have any experience with outsourcing link building for foreign language websites?

There are so many services that are being offered on DP, but I am having a hard time deciding what would work best.

Obviously, I have the problem that keywords are non-english. Would article submission work, if the article itself is english, with my foreign language keyword-link stuffed in it? Or does the keyword has to be surrounded by other relevant foreign language text?

I have short descriptions but I cannot provide articles on the subject.

Anyone has any experience with foreign language link building?

You say that it doesn't matter if the language surrounding the non-english keyword is in fact english?

Would love to hear some other input on this? No one has any experience he/she would like to share?
