Hello BHW,

I'm Outside the US , NEED a cheap US PHONE NUMBER, that I can be making calls to US numbers , receiving calls, receiving texts and sending texts.

Any cheap apps I can use?

yes you can use Google Voice n your country. there are many seller who provide Google Voice Service/
But if you need a number with incoming only then i can provide you on monthly basis.

Cloudsim or Vyke but not free.. Grab yourself a moded textnow premium apk if you have android.
