Can you recommend tools for Outreach.

I have a small local business, in something garden related. I want to find local blogs or niche relevant blogs to advertise my business.

Do you think its also possible to get articles published with guest posting, without paying any money ?

I will write content, i just want to distribute it so to speak and get a link back.

If you want to find websites then ScrapeBox is your friend. You have to learn to use it though as it isn't a click and done solution. Also you will need a program like GSA Website Contact to contact with those blogs you have found.
In case you don't want to spend money and time on this just use google and do everything manually. That works too sometimes even better...

You can reach out to your fellow businesses in your area and ask about guest posting opportunities. If your websites are on the same level you may be able to do some free guest blogging for each other. Linking to local businesses is encouraged anyway in local SEO.
