Outrank your forwarded site.

Can anybody tell me a sure way to out rank (page rank) a site that you are forwarding too? For example:

Site.com (no content) forwards to SiteInc.com (with content).

Right now SiteInc.com outranks Site.com although Site is the keyword.

I am also using a forwarding script with keywords, but that doesn't seem to help.
