Outrank other web2.0 page on same domain

For my target niche a web 2.0 page ranked 1st .i create a page in same website and creat simillar content . I add more backlink and make higher PA than that page . Now 2 month passed and nothing changed . I end link building 2 week ago + buying social signal package.

What is the problem ? Its local niche and local website . I see some where in bhw that some one rank reddit pages . I cant find it . Can this reddit package work for other local web 2.0 website too ?

as far as I know, google doesn't like showing 2 pages from the same site (especially if it's a web 2.0), they want users to have a wide range of angles that cover the search intent of that keyword. And if that's true you'll probably never rank better than the other web 2.0.
