outrank a non-relative wikipedia article?

So I have a keyword that has Volume: 33,200, CPC: 1.14$ according to keyword spy (dont know exact searches.)
However the #1 ranking site is WikiPedia but its a completely irrelevant article about someone involved in my keyword topic. but the phrase is spread out in 1 sentence it has my 2 word keyword spread out over 11 words so its ranking #1. How hard would it be to steal that #1 spot with a exact match and targeted keyword? ofcourse non EMD.

the #2 site is a shitty subdomain on tumblr and its my keyword backwords. for example say my keyword was back acne his page is AcneBack.tumblr.com
now ofcourse im not giving out my keyword so its just an example.

the #3 site is an online resource library for essay submissions and its the same topic as the wiki article but still nothing close to my keyword.

Would this 33k/$1.14 keyword be worth trying to rank? or would it be hard and useless. I dont know how to check adword competition to see what i would approx get per click.

Global monthly: 27,000
Local Monthly: 18,100

So would this be decent to make a mini authority site based on?
