Is outbound link to quality content and high authority website could be a signal for Google to rank my page higher? My page will pass link juice but strengthen EEAT at the same time. Am I right?

But to be clear, the link juice term belongs only to backlinks and nothing related to outbound links? I can't find any type of information about how outbound links negatively affect SEO if you link to reputable and trustworthy websites. There are only positive signals and you won't waste your authority of the page?

Yes, for link juice to count (for your website) the link needs to be incoming or from page to page on your own website. Link juice for outbound links provide link juice to the website linked to.
BUT that being said, an outbound link, going to a reputable website, can definitely help with on-page SEO and positive signals. Just don't over do it.
