Need to add money to Skrill or TransferWise. Our government has blocked every payment processor to minimize outflow of our currency.

Just leave your country if your only means of survival is online business. I live in a third world country but there are many online payment solutions available including the Skrill.
I wouldn't advise you to use VPN when it comes to using payment services, they can easily detect that and block your funds. Don't open an account with any payment service by using a country you don't have a passport and other means of verification.
Even Skrill will have to verify your account with ID and also by sending a mail to your address before you can explore the service fully.
If you're making a significant money online, you can partner with someone to take the funds for you and then maybe transfer it for you. Contact a relative who is living abroad or something like that...
You can also join freelance sites like Freelancer dot com, so that your employer can pay you through the site and from what I know must freelance sites pay by Wire transfer and a lot of options that might be available in your country.
You can also use Payoneer, they also operate in almost all countries especially countries excluded from PayPal.

You can't buy crypto from our cards, I've tried all the platforms from several bank cards from our country and every card gets declined. I need any method to avoid this.

I had a problem years ago and needed to convert to PayPal money
I used an SMM panel installed on my hosting just to convert money to PayPal balance
you mean sellers can’t accept eBay payments for instance in your country? How is that possible man that’s cruel
how can you grow a hood economy without bringing money in ON LINE.
if you actually can accept payments but not send, I’d open an SEOClerk account or my own preferred way like an eCommerce store or whatever and use it to convert money

Sellers can accept money, just the outflow is restricted. We can also purchase from sites like ebay.

You need to earn crypto first. Where do you make your money? If you're a freelancer, ask your boss to pay you in crypto.
