Other language than english on web2 pages

I'm curious. Are you sign up accounts on web2 pages in English or in the language in which you do page and seo?
What you do when you do seo for pages written in spanish, german etc ? (articles in english or not ?)
Check the web2. Hubpages doesn't allow other languages but there are lot of wich allow you to use it for non english content.
The other part: mixed.
Use link directories. (search google phpld site:.es eg.)
