People that click through to the order form do not necessarily intend to make a payment. You have to ask yourself the question as to whether you have ever clicked through to an order form, knowing that you were not intending to make the purchase? Others simply click through and change their mind. Last but not least, there's nothing "odd" about only 15 people on an order form but no purchase. Some products have a few hundred folks looking at an order form before one purchases. It all depends on many things.
