Open new paypal account, please help

So my previous paypal account get limited. Though I hate them so much but as many people use it so I need to open new account to send money.
My question is, is it OK for me to open new account (with new cc) under my name or I have to use different name?
Another question is can I use my current IP address or I need a proxy?

i have us verified paypal account...i'm using from india..its works perfectly...so..ip does't matter....

It gets limited because of IP only once, then once you provide the details they want, you will never get limited because of IP, I've accessed my Paypal (UK paypal) from another country, got limited, and then i provided details now I access it from different countries without a prob

So it's safe for me to use a new pp account on my current IP address?

@cbnoob dont you think that it would be easier to just lift the limitation that to create a new account, maybe the same issues come up again with the new account. What are you going to do than? Open another account? I would rather contact Paypal on how to resolve the limitation, then keep on opening new accounts...

I wouldn't use a new account on same IP address if your new account is fake info etc.

I just have 1 account.

I dont know what happened, I'm not from US so one of mine friend (who is in US) opened a paypal account in his name and provided me his username and passowrd.
I opened that paypal once from my mobile. After 2-3 days when I tried to login again it said "wrong username/password". I asked mine friend if he changed his passoword but he said he didn't. He said he is still able to login with the same username/password.
Does Paypal limits place too???

You don't know my situation,bro. I contacted them to lift the ban but they decided to keep the money for 6 months. I need pp to send money now.

I don't use fake info, just the name and address of my roommate (which is the same as mine, name different of course) but I don't want to change the ISP now.

You can open from the same ip , thats not a issue , if you are using real CC . You can simply show proof to them .
