Open new browser window with vbscript

I looking for a vb script‎ that I can bind to another software , like a game or a pdf file and as soon as they open the file the vb script‎ will Open a new browser window with the URL of my choose .Can some one please share it !

Okay, didn't convey that correctly.
I open a file (like pdf or mp4 or whatever) and THAT executes a VBScript.
In short, i want a person to unknowingly run a vbs file. Anyone?
