Plenty of agency's do that, cost varies from the type of business you wish to incorporate. Business license can be ready without your physical presence but the days required to issue such license depends on the business you wanted to do.

Well the VAT is 5% at the moment which is lowest in the world. If your yearly business is less 100k USD u don't pay the VAT. The corporate tax is applicable only to large corporation and doesn't apply to small or medium scale business. Trust me there is a way businesses operate under the radar and its must easier than other countries.
