If you are targeting mainly OF models, you can use free tools that shows nearby OF models, u will find a lot of micro / small OF, get their email or contact them directly on their IG

you can pay for a shoutout/ testimonial on a models page, BUT i get it you dont want simps you want models to follow you, in that case you need a stack of case studies , and offer a service for a model, and offer to pay her to do a testimonial from her main profile, and she can say: i recommend this agency to all other creators.
Creators are carefull with recommending agencies, so make sure your service is top notch
third option is buy a massive page and then run mother child growth, targeting only models, and you point everyone you engage with to your agency IG profile.
in the end you just want your service to be high quality, cause i lost my first ( and last ) OF IG profile , but even without any presence on social media , i close dozens of creators just based on my live results and experience, any day i really want.
