What you just posted was total crap.

To clear things up here...

When you're injecting your site with authority links (I.E. PR4-5+) then the anchor doesn't matter as much because you are focusing on building out the authority of the target site.

However if you're just trying to throw the run of the mill PR1-3 around with generic anchors you're not going to be going that far.
