Is the Link which is Available in this Section Matters to Google?
I think Answer is Yes, how can any 3rd Party Crawler Index can matters if Google doesn't count it.

Nada. Zero. Only links in google webmasters needs to be considered. All other 3rd party tools like ahrefs are only good for competitor analysis. Also the links shown in ahrefs and web console can vary alot.
 
Yeaah, nope. Sometimes takes months to get links in the WMT and sometimes they did not even show there at all, but the ranking get increase after you got them. Google have by far the best index, way better than all other tools combined, however they do not feel obligation to share it with you.

Google is a little bitch that wont show you their index that easy.
If they did, no one would use third party services for link checking.
Or if only links showing in console would count, everyone could crack the algorithm code for link building. Spam the fuck out of a few sites with all kinds of links and see what google thinks it 'matter'.
