$15... hmmm.You can buy a domain, then create a blog in Blogger(free hosting) and connect these 2.Start writing articles about certain product and write comments in other blogs with related content, guest posts and etc. to drive traffic to your blog.Enjoy your $$$

Do you think I should just find a bunch of clickbank affiliates of the same type of market and simply "write a review" of each of these with a link to purchasing it? I would personally buy a .co.uk domain for one year at 2.99, link it to a Blogger blog. Write a ton of unique content and monetize with Adsense.

I would suggest you to raise your investment before getting in into clickbank, you could start with ppd/cpa and earn a bit of money and then start with clickbank because clickbank needs some investment.
